To IPEN colleagues in the U.S., Canada, and Mexico: I'm forwarding the following invitation to submit comments on the North American Commission for Environmental Cooperation (CEC) draft decision documents for dioxins & furans and hexachlorobenzene. As you may know, the CEC is already pursuing Regional Action Plans on DDT, PCBs, chlordane, and other persistent pollutants through its Sound Management of Chemicals Initiative. These documents represent the decision to add dioxins/furans and HCB to the list.

At its eighth regular meeting in May 1999 the North American Working Group (the Working Group) on the Sound Management of Chemicals approved the release of two Draft Decision Documents for public review and comment. One document is on dioxins and furans and the other is on hexachlorobenzene. The Substance Selection Task Force, which prepared these documents on behalf of the Working Group, has recommended that North American Regional Action Plans (NARAPs) be prepared for these candidate substances.

The Council of the (North American) Commission for Environmental Cooperation has subsequently directed the Working Group, through Council Resolution 99-01, to develop a NARAP for dioxins and furans, and for hexachlorobenzene, taking into account comments received during the period for public review and comment.

The documents each contain an outline of the process that was followed in assessing these candidate substances, together with a summary of the Task Force’s evaluation. The documents also contain a summary of the major implementation considerations that were addressed by the Task Force as well as its recommendations as to the scope of future action planning. 

We invite your comments on one or both of the discussion documents for dioxins and furans and for hexachlorobenzene. In particular, we would welcome your suggestions relating to the scope and content of the NARAP that is to be developed. Comments received from stakeholders will be provided to all members of the Substance Selection Task Force as well as to the group or groups set up to take the lead in developing this NARAP. We encourage you to bring these documents to the attention of others who may wish to comment on them or on the NARAP that is to be developed.
