A copy of a note I sent to someone else:
The previous email contain most, but not all of the documents. If you want the full Carman 14 page report to IWMB, let me know. I can probably fax it to you.
Donna, will have to copy and snail mail to you our 1. Citizen's Review Panel Scientists' report to you and 2. our opposition public comments on the Draft EIR for the Mojave cement kiln to burn tires. (Donna, I do not have copies of these)
email your surface address to us.
There is also the figures I had put together showing all the used tires in CA not currently recycled (true recycling not burning) could be used in RAC. Do you have that? If not, I will have to look for it.
Donna and I went to the IWMB tire recycling conf a couple of weeks ago.
Lots of tire burners there as well as good info from Lynn Nicholson and Jack Van Kirk on RAC and good info from a tire retreader and from a Michelon rep. on using used tires in manufacture of new tires. Ford Windstar uses 5% used tires (Michelin tires) in the rubber content. They could use 10% just as well as both 5% and 10% test out as good as 100% new rubber (synthetic, of course as all tire rubber is now) according to the Michelin tests.
We want to have every public works agency in every county in CA get the info about RAC and the formula from the Green Book. They should all be getting the info from Lynn Nicholson and the information center they have set up in LA funded by IWMB (yes, they are doing some good!). We of course want this effort expanded.
No used tires should be allowed to be imported into CA. I am wondering if there is some way of marking tires at either the point of
original sale or better yet, when they are removed from cars with a permanent mark like a brand that would show what state they are taken off in. They would have to be recycled in the state of last use. Federal legislation would be good here. But we could start it in CA.
More ideas but out of time, Thanks for all your help, Urging you to stand firm against tire burning in cement kilns and paper mills and we can do this! Sierra Club can lead the way. Joyce
