Note about tire burning for fuel.
Hi Art: The Kaiser Cement kiln TDF tests place a shadow on the other tests. Kaiser
Cement claims that it uses the best technology of all the kilns. And it is claimed that
the Kaiser TDF test was the best one done. But in the Kaiser test, NOx went up, however,
SOx down (we think this -- SOx-- is probably due to the fact that they used different
limestone in the TDF part of the test but we cannot state this at this time). One of the
main reasons the Bay Area Air District gave for encouraging and supporting Kaiser burning
tires was that they believed that NOx would go down; however even though it went up, the
District continued to support tire burning. Most toxics emissions went up including
dioxin. In the Kaiser tests and Santa Cruz kiln tests dioxin went up.
None of these tests prove that tire burning is safe nor that it shows no significant
increase in risk.
What we have found is that one must look beyond the report summaries. The summaries do not
reflect the data from the reports themselves and are biased in favor of the results wanted
by the industries and the govt agencies.
The study that claimed to show that tire burning in cement kilns did not significantly
increase risk, Dammes and Moore, was invalided and shown to be unacceptable science by
WVCAW and by a panel of 7 PhD scientists -- email on this to follow.

This is completely bogus, thanks for fighting it. We do not want to see any other cement
kilns in CA burning tires for fuel and increasing air pollution in other communities over
and above coal burning which is already very bad.
We have killed one tire burning bill and gutted two others. We are going to attempt some
legislation of our own this year.
We have the support of people in the Santa Cruz community now also in our efforts as they
realize that their kiln is not safe from tire burning even though they were able to stop
tire burning about 6 years ago through community opposition. However, tire burning
legislation could put all the kilns at even more risk from tire burning.
Please note also that most if not all of the kilns currently burning coal and coal and
tires used to burn natural gas for fuel. That is what they should return to burning for
fuel. They could do so today. I think that they all have backup gas burning ability still
and could convert back with minimal expense very easily. That is what we should be asking
for them to do and that is what the Air Districts should be mandating.
