STATEMENT BY THE NATO SECRETARY GENERAL, DR. JAVIER SOLANA

The unilateral ceasefire proposed by the the Federal Republic of Yugoslavia
and the government of Serbia is clearly insufficient. Before a ceasefire
can be considered President Milosevic must meet the demands established by
the international community.

NATO's current military action against the FRY is in support of the
political aims of the international community: a peaceful multi-ethnic
democratic Kosovo in which all its people live in security.

These aims can be achieved by the return of all refugees and therefore the
deployment of an international security presence, the withdrawal of Serb
military, police and paramilitary forces, and putting into place a
political framework for Kosovo on the basis of the Rambouillet Accords.

Le cessez-le-feu unilateral propose par la Republique federale de
Yougoslavie et le gouvernement de Serbie est de toute evidence insuffisant.
Avant qu'un cessez-le-feu puisse etre envisage, le president Milosevic doit
repondre aux exigences posees par la communaute internationale.

L'action militaire actuelle de l'OTAN contre la Republique federale de
Yougoslavie est menee a l'appui des objectifs politiques de la communaute
internationale : paix, multiethnicite, democratie pour un Kosovo oł le
peuple tout entier puisse vivre en securite.

Ces objectifs peuvent etre realises par le retour de tous les refugies et,
partant, le deploiement d'une force de securite internationale, le retrait
des forces armees, forces de police et forces paramilitaires serbes, et la
mise en place d'un cadre politique pour le Kosovo qui soit fonde sur les
Accords de Rambouillet.
